I think if he went in "An official Capacity" then they might think he is officially embarrassing them or some such tripe. The fact someone said the developer paid for it, but implies that the public will LATER pay for the tour as part of the billing for a public project is a stretch of logic. As of the moment it is not a publicly paid tour. Fairly absurd to a rational mind. so they went out in the evening and had a laugh at a Cabaret after dinner, so what? Perceived loss of face is always a sword of damocles above the head of any employee, this is true worldwide not just in Asia. I think the growing numbers of employees vs. freelancers and business owners in the past decades together with internet have exacerbated the problem of forced political correctness in western countries. There have been a number of scandals in China of public officials using public funds at taxpayers expense for such trips and it has become a matter of comment on the Chinese equivalent of "Facebook" lately. This is his problem.
