You can always try pingtest to: pingtest.oilinki.com I get 0.036ms average. That's 10.000 faster than your latency, even if my Internet connection is via 3G modem.

That's intended to be more of an joke and have nothing to do with your internet connection. (The results will be very fast). In general the ping time can be a good indicator if something is wrong. Then again all the ping times are related from where you do the ping to where. If you ping your own computer, the ping times are less than an millisecond, when you ping something that is in other continent, the ping times are few hundred milliseconds.
