The OP states clearly that he is referring to emails being rejected/returned. Thailand may not have a Postmaster General, but Bangkok Post's website does - emails to an incorrect address are returned by the "Postmaster". Thailand may not have a Postmaster General, but Bangkok Post's website does - emails to an incorrect address are returned by the "Postmaster General".
