I will be buying a used car for the 1st time.

I live in Chiang Mai and was hoping I can get some questions answered.

The current owner also lives in CM but purchased the car in Bangkok. It still has Bangkok plates.

Is there an advantage to getting CM plates? he says there is no need.

Do I have to pay any tax on the purchase price?

Will the price of auto insurance be effected by the Bangkok plates versus CM plates?

I know I need a residence certificate.

Is there anything else I need to know?

Used were so close to the price of new that I just bought new. They only get much cheaper when a lot older which is not good with the typical lack of maintenance.

In my case, I am buying a 3 1/2 year old low mileage Honda Civic from someone I know for 42% off the current new car discounted price. It also includes a recent LPG conversion costing nearly 30K. I had the car checked by Honda Service.

No advantage in having CM plates if it already has BKK ones. Insurance will be the same regardless of the plate. Stamp duty must be paid to the DLT when transferring title so negotiate that with the seller - usually 50/50 is the norm for private sales, or seller pays 100% for dealer sales.

Can you please tell me how much the stamp tax is?

Can I assume it is a percentage of a reasonable price that you declare?

I just need an approximate amount.

Is the transfer tax usually split between the seller and buyer?

For memory, stamp duty is 1% of declared transfer value, but If the DLT don't agree with your valuation (i.e. giving the car away for free, or valuing it way under market value), they will make up their own.

If the car is >7 years old, you will also need to pay the DLT for a safety inspection (~300 Baht).

If the road tax and/or 3rd party insurance is expired, that will also need to be paid.

All of these are points of negotiation you should take up with the seller - i.e you should be trying to get them to pay all of them. Worst case, accept you both go 50/50 on them.
