I don't know what exactly had happened. But I were you the first thing I have to find out is what that pump stroge turbine at the Bhumibol was doing during or just before the flood. First thing first, whether or not the discharge from the turbine has something to do with river flow near the flooded zone.

This type of turbine can alter the flood characteristic greatly if it is not ethically used. Furthermore, it is very difficult to use it ethically owing the fact that providing power is one of the important and essential services.
