New round of rice purchases to reach 7 million tonnes

NAKHON SAWAN, Aug 12 – Seven million tonnes of paddy will be sold to the government under the rice pledging scheme in the current harvest season ending September 15, according to deputy commerce minister Yanyong Phuangrach.

He said yesterday that tighter rice purchase measures have minimised malfeasance in the subsidy scheme, especially the smuggling of rice from neighbouring countries to be sold to the government under Thai farmers’ names.

Mr Yanyong said government agencies have yet to decide on the purchase price, originally set at Bt15,000 per tonne, for the next harvest season.

The government encountered strong protest from farmers recently when it announced a reduced pledging price of Bt12,000 per tonne. It eventually reversed the decision.

The deputy commerce minister said the government, in maintaining the pledging price at Bt15,000/tonne, may have to limit the purchase volume.

If the government wants the scheme to reach as many farmers as possible, the purchase price must be lower, he added.

Whatever measure the government offers, it will upgrade the marketing standard of Thai rice and contribute to competition, Mr Yanyong said.

He said the government plans a new auction of 100,000 tonnes of 5 per cent white rice and 100,000 tonnes of fragrant rice and glutinous rice for local consumption and export.

Mr Yanyong welcomed private sector quality inspection of rice to-be-auctioned, and called on interested bidders to apply at the Foreign Trade Department on August 19. (MCOT online news)

It is perhaps stating the obvious, but if there is a limit to how much the government will buy at B15k/ton, there is surely an incentive to offer bribes to ensure that a farmer gets the promised-quota price, rather than the much-lower market-price ?

So this is a recipe for continuing corruption, even before it starts !

Now that is a charming idea. Sow discord among the farmers by telling those who won't get anything that it is because their greedy neighbours insist on the full price.

What a shameful, wasteful policy.

I notice the rice seemingly pouring out of the truck straight onto the floor, and Tyre marks from another track to the right of the truck in focus.. it gives us some idea exactly how much those dropping off product truly value rice.. such as the rest of the world. Most supermarkets here are now going off Thai rice, and importing Vietnamese and Indian rice instead. This will not help the balancing of the books, PTP.

You can plan all the auctions you want, but unless you reduce the price to market levels you won't be able to sell the rice bought under this now thoroughly discredited policy. Give it up before the country is bankrupted.

What is needed is to upgrade quality as they have been told that the Ivory Coast dosent want any more nor Iraq both because of bad quality.

Last auction they wouldn't let the bidders look at the rice before the auction.

By the machinery at one end I would think it is probably a mill.

It's unmilled rice, with the husk still on. It's not as unsanitary as it appears. We deliver rice to a mill every year - not part of the govt scheme - and that's how the grain is handled - and by front end loaders and other machinery. It's very much the same all over the world. There is always dirt and dust in the handling of unmilled grain. Although I admit many other countries are more efficient at damping the dust etc.

As the father of Thai children, I wonder what improvements to their country could have been made with amount of money and the billions previously wasted.

Thaksin and his sister are between a rock and a hard place on this one.

Who in the world is going to buy over priced rice from Thailand when there is plenty elsewhere at reasonable prices.

This is all smoke and mirrors and I suspect the true price will never be revealed.

The man from Dubai thought he could control the world rice market to fund his promises to the rural poor who put him in power and it's gone badly wrong.

A good friend told me that his brother is importing rice fom Myanmar to Thailand every day.

The good rice already has been exported by some "convenient" exporter groups.

I cannot justify but it looks plausible.

As the father of Thai children, I wonder what improvements to their country could have been made with amount of money and the billions previously wasted.

15mn to 7mn is a poor yield so they are expecting high moisture. So less than 15k per tonne.

The losses again are going to be gargantuan.

Even the EU couldn't match this kind of economic mismanagement.

To get out of this mess the Government is going to have to dissolve,and come

back with the same faces but different name for the party,then they can say it

was not us that caused this mountain of a problem, but the previous Government.

Cannot see another way out for them, because they are never going to say we

made a huge mistake and lost the Country billions of Bht,that could have been

spent on more positive things,like Schools,Hospitals, Transport system,or even

just helping the very poor people,not necessarily farmers,but instead they have

this huge mountain of rice,which is costing a fortune everyday just to store,and

also has a shelf life.

They just keep on telling us (via news releases, by different individuals) how they have fixed/will fix the broken system Its like all of the rest of the 'vows of action' that have been thrown about, completely worthless.

With the pork barrel projects going on, enlarged, proposed, etc, a lack of any monitoring by independent groups and the coalition's apparent free reign to do as they wishit is a scarey time.

The lust for material gain by so few at the expense of so many, that we are experiencing, should bring the ultimate shame to the entire Thai population, including those who set by and do nothing to stop it.
