Expect you mean the revenue office. Quite a few in Bangkok. Check the Revenue Office website for the nearest one. Here's the a link which shows the Bangkok offices.

Excise Dept collects only excise tax is still separate from the Revenue Dept which collects income tax and VAT. I suppose they have to keep them in work. Website is here http://www.excise.go.th/index.php?id=1&L=1

In BKK, It's split up into divisions like a lot of things that are Government services related appear to be. Which area you need is relative to where you're registered if it's personal or if business related wherever your business is registered.

Make sure you get the right one and not the one that's most convenient for you. It can be quite inconvenient if you get the wrong one.
