I submitted mine over a month ago and was given a date to collect it in person: 9th December - over 1 month later. Try going to police HQ in Patumwan. building 25. You'll need to take a Thai speaker with you, as part of the application form has to be completed in Thai. I also had to produce a letter from my employer. I'm afraid this doesn't sound too positive.
