December 19, 201312 yr Commerce urged to expedite rice paymentBANGKOK: -- The Bank for Agriculture and Agricultural Cooperatives (BAAC) has called for urgent payment by Commerce Ministry for rice which farmers have pledged under the government’s rice pledging scheme.BACC president Luck Wajananawat said Thursday that BACC has so far paid 17 billion baht to farmers and still waiting for additional budget from Commerce Ministry.He claimed the payment could be made faster if the bank received money from the Commerce Ministry sooner.However Mr Luck said the delayed payment has not affected the BACC’s image and that the bank remains unaffected from liquidity problems.But Deputy Commerce Minister Yanyong Puang-ra, meanwhile, said his ministry is able to disburse 180 billion baht to BACC as payment for farmers.The ministry will pay another 12 billion baht within the end of this month.Mr Yanyong affirmed sufficient payment will be made for all farmers, though the payment might be delayed as the money has to go through complicated disbursement process.He added that some eight million tons of rice worth 130 billion baht have been sold to the government’s stockpiles for the 2013/2014 crop year.Source: http://englishnews.thaipbs.or.th/commerce-urged-expedite-rice-payment/ -- Thai PBS 2013-12-20

So complicated, all these matters of state. Especially when you weave, a web to deceive! Must be desperate on how to get some quick cash before the election to improve cash flow. No flood management funds and 2.2 trillion in the back pocket has really screwed them. The boss will have to dig deep. Must keep bluffing, he don't want to fold this far in the game.
