What's the charge? Likely to be dropped due to the troubles? Is there a 7 day grace period ?

You can report 15 days before and up to 7 days after.

The fine for being late is 2,000 baht

Cheers . What happens if you go over 7 days . Kinda confused grace period generally in real world means no charges for lateness .

As said by Lite Beer: 2000 Baht usually.

Up to 7 days: no fine, Not been late legally.

Seems clear to me, if you report within 7 days after the due date, no fine, if after the 7 days a fine normally of 2000 Baht.

In the "real world" the 7 days would be the grace period during which there would be no charges ... wait, that's just like in Thailand.

The only one year visa is a multiple entry visa that only allows 90 day entries. I suspect you have a one year extension of stay based upon working from immigration not a visa.

What, when reporting by mail?

In another thread it says "must be mailed 15 days prior to report-date".

Is this correct, or does "normal" time frame apply, as mentioned above ?

Rules are 15 days before or 7 days for reporting in person.

For Bangkok mail in reports must be mailed at least 15 days early. Other offices may have different mail in rules.
