He did not have access to military weapons and it is against regs to carry weapons on base. He purchased the gun legally through a local gun store and carried out this pre-meditated action. Any military personnel who bring a weapon onto a military base without registering it has violated a lawful general order. You'd have to have a specific reason & justification for doing so. It's definitely not routine. (Civilians can't lawfully do it either, but I don't know exactly what they're guilty of and it's academic in this case anyway.) The interesting thing is - this gunman ended up shooting himself, and did so when confronted by security with a weapon of her own. In other words, the killing stopped and the incident ended the moment another gun appeared. Security never even had to fire a shot.
