Could someone with the knowledge of how to drive the customs website check the import duty on machine tools (a lathe) made in and shipped from the UK, new item.

Lathes fall under Chapter 8458 of the HS codes. There are various additional suffixes that are determined by the actual type, intended use and size of lathe you want to import. I suggest you contact a UK shipping agent and ask them as they are responsible for generating the export documents. With the correct HS code any local Customs Broker can give you the duty rate.
