Just a quick question . For the UK settlement Visa . Is there an Interview for sure (or mostlikely)? or is it just a maybe(depending on the Paperwork)?

These days the ECOs try to decide as many applications as possible on the paperwork alone.

If you supply all the necessary documentary evidence with the application and if that evidence satisfies the ECO that the criteria are met, then you wont be interviewed and the visa will be issued.

If the documents are woefully inadequate, then chances are you wont be interviewed either, simply refused.

But if the documents are not enough to fully satisfy the ECO that the criteria are met so that s/he has some doubts or questions, but not enough to refuse, then you will be interviewed.

By 'you' I mean the applicant, of course.

Rcm - the link that GU22 has provided you really helped me and after putting together everything on the list along with a letter from my Father and a letter of potential employment in the UK for my GF we were given a settlement visa in 7 days, no interview needed!
