Sombat hits back at Bowornsak over “super president” suggestion



BANGKOK: -- Direct election of the prime minister will not make the prime minister a super president as suggested by Constitution Drafting Committee chairman Dr Bowornsak Uwanno, said Dr Sombat Thamrongthanyawong, chairman of the political reform panel of the National Reform Council.

Speaking at the meeting of the NRC today, Dr Sombat said that the CDC chairman was incorrect to suggest that the directly-elected prime minister could become a super president because under the presidential system, the president has no authority to propose the budget bill whereas the directly-elected prime minister can do so.

Also, there is a clear separation of powers between the executive and legislative branches under the Parliamentary system, said Dr Sombat.

He suggested Dr Bowornsak to check facts correctly first before criticizing at his proposal of directly-elected prime minister otherwise the public will be confused.

The Public are confused Khun Sombat what is it u propose to elected a P.M like the US Presidential model or one voted in by their peers from the floor of the house of reps , either way jobs for the boys, lots of money changing hands and what the reforms are trying to stamp out, rampant corruption, then again you know this sir.

In every written Law there are unwritten rules, as long as those are adhered to there will be no problems. So get on with it, and stop bickering about every thing, you cant expect every single thing to be documented. This is possibly one of the main reasons why our political system drags on and on, and then comes to a full stop.

As it seems about nobody in Thailand was asking for the direct election of the PM, and even less that of cabinet members, one could ask oneself what the hidden agenda from that Dr Sombat and his NRC political reform panel is, is it maybe just to give themselves more, and probably undeserved, importance, like the frog blowing itself up, ...with thin air? The way that Dr Sombat seems to have blocked his jaws on that stick of his, like a pitbull, could also point in this direction...

It will be hard and long enough to (attempt) bring(ing) Thailand on track towards Democracy, so the 'KISS principle' needs to be kept in mind at all times, having a PM elected by the MPs is good enough and common sense, no need to try experimenting here in ways mature Democracies seem to have been avoiding till now, IMO.

Dr Bowornsak is throwing a big rock in the NRC's muddy pool of panels, committees and other working groups with that 'super president' sting, as just the name: 'president' slipping out(?) of the mouth of a former (IMO abusive) PM, sending tremours up to the highest levels of 'society', seems to have made the megalomaniac fall off his pedestal earlier than could be expected, bringing the Military out of their barracks. So the image is, very, strong, and let one presume Dr Bowornsak has a strong backing of powerfull people who expect Dr Sombat to be sent back to the kennel asap (with no stick nor bone to chew on) for barking too loud with no good reason...!

Separation of powers! What country is he talking about?

Please use discretion in your references to the government. Phrases which can be considered as anti-coup will be removed. Referring to Thailand or the government as a dictatorship, military dictatorship or other such terms will be removed.

The only reason they are suggesting a direct election of the PM is that the people who are drafting it were all hand picked by the great leader.. and who do you guess wants to be PM for life.. or of course until the next coup..

It is disturbing to see members of the CDC debating provisoins that will affect 65 million Thais with such degrees of ignorance to the operation of governance systems elsewhere in the world.

In a presdiential system the president is RESPONSIBLE to PROPOSE a budget to the legislature. The president through the cabinet has detailed information on the current state of governmental affairs and requirements to meet the president's plans for effective governance. The legislature has CONTROL OF FUNDING and LAWS. The legislature has the POWER to pass laws that FORCE the president to implement programs opposed to the president's policies. Where does someone get the idea that a super president comes from such a system?

Maybe the answer is SUPER IGNORANCE.
