The Norwegian Institute of Public Health's investigation was apparently not a wasted effort. The Canadian report was supposed to include a background section on the difficulties in receiving the necessary co-operation from Thailand and the reliability of the initial Thai investigation, so it will be interesting to see if it is kept in. Coincidentally, there is a large tourism promotion event in Berlin this week which the Phuket governor and senior TAT officials are attending.
