Both her parents were Thai-born but don't have Thai ID, only holding residence certificates 'sum-mah-noht' themselves.

The girl in question was brought to Nong Khai at age 12 and is now 22. She has a residence permit for Nong Khai province only but can travel freely to Laos and back. She also has a Lao ID card and passport.

Question : where should she apply for Thai citizenship, is the fee Baht 5000, and will it still take 2-3 years to process?
