Police can be authorised witness in Thailand?

Unfortunately my Australian licence has expired, and I have to send a new picture to the transport authority in Australia in order to renew it. The form has a list of authorised witnesses which includes members of the police force. It also states that a person having an equivalent occupation in another country can be an authorised witness. Does this mean I can grab the local thai traffic cop and get him to witness my form??? Or will i have to go to the Aus embasssy and pay a fee?

Has anybody had to renew their Australian (Victorian) drivers licence from here?
