I doubt very much that you'll be able to rent a boat outside one of the organised race events (there's invariably a farang all-comers boat if you want a paddle). The river is a very busy place with all sorts of craft moving in all directions, a dragon boat is a fragile beast that steers like a cow, in the event of a collision total loss is more likely than not. My salesman there was a good guy, maybe ask him if he knows of anyone who does rentals? The number there is TEL.0-2262-0846. His name is Pee. His english was good.
