Been hearing different things about this, and wanted to clear it up before I try next week.

I need to do my (seemingly final :o ) visa run, and will be in Ubon, and had been advised that this was the place to go, but have since heard a couple of people say you need to apply for a Lao visa in BKK before you can do it. What's the real story?

This used to be the case -- I don't know if it's changed. There's also a consulate in Khon Kaen which will issue visas.
