NRSA to discuss its charter reform ideas today

BANGKOK: -- The National Reform Steering Assembly (NRSA) will ask the Constitution Drafting Commission (CDC) to include eight development reform agendas in the charter draft.

Announced by NRSA president Captain Tinnapan Nakata at the assembly yesterday, the eight reform proposals, figured by the now-defunct National Reform Council, are for development of tourism; infrastructure and logistics; foreign direct investment; civic education; the digital economy; Thailand's goal as an Asean hub; economic reform to become a developed country by 2032, and information system reform.

"The next elected government should be able to continue driving these [agendas.] They should not end just with the "Five Rivers" [of power]," Tinnapan said, referring to the NRSA, the CDC, the Cabinet, the National Legislative Assembly (NLA) and the National Council for Peace and Order (NCPO).

The NRSA will meet today to discuss reform proposals to be incorporated in the new charter. It will also discuss reform-related legislation and organic laws needed to help drive reforms - around 69 in total, said NRSA vice-president Alongkorn Ponlaboot .

Today's discussion will be coordinated by whips from the Cabinet, the NRSA and the NLA. Other whips from the NLA, the CDC and the NRSA will also work on their coming cooperation, Alongkorn added.

NRSA member Kasit Piromya asked Tinnapan to ask the government for permission for political-party gatherings. Kasit reasoned that such meetings could help gather views on reform and allow more than 10 of the NRSA members from parties to bring them to the assembly meetings via proposal submissions.

Another NRSA member, General Lertrat Rattanawanit, commented that members should concentrate their energies on their specialist topics as a way to aid input to the charter drafting process.

In a related development, around 30 representatives from the People's Network to Protect Thailand and the Youth Parents' Network for Education Reform yesterday submitted their proposal to the NRSA and the CDC. They asked for examinable voting systems for upper- and lower-house elections, strong penalties for election fraud, and improved methods of selecting officials for independent agencies.

The two networks also requested that people's right to appeal to the state should be maintained whether or not they were direct victims.
