NRSA panel ready with media reform plans

BANGKOK: -- THE NATIONAL Reform Steering Assembly (NRSA) panel on media reform has wrapped up its proposals on broadcast, print and online media, the panel's chief General Kanit Suwannet said yesterday.

The reform plan on broadcast and telecommunications focuses on introducing controls for the broadcast centre, which is stepping into the digital age with such things as taxi radios, community radios, satellite television and cable TV.

The reform also focuses on revamping and updating relevant laws to match fast-changing technology, as well as improving the efficiency of state agencies in charge of overseeing the media. A national media policy is also required to prepare state agencies for media reform.

The committee focused on tackling problems such as misuse of online media, or the violation of laws and morality and creating social, economic and political problems.

As for print media, the panel focused on amending laws to improve content, boost media ethics and protect media rights and liberty.

Air Vice Marshal Chalermchai Krua-ngam, spokesman for the NRSA committee on health and environment, said his panel worked on healthcare reform by appointing committees at four levels - national, zone, provincial and district.

The healthcare reform subcommittee also wants to review and amend laws that support the healthcare sector, reform Thai traditional medicine, emergency medicine system and healthcare knowledge.

Meanwhile, the panel on land |and forest-management reform |will focus on boosting and rehabilitating forest areas, updating laws |and improving water resources to solve drought problems.

It also proposed restructuring agencies that manage marine and coastal resources, as well as rehabilitate Andaman Sea conservation sites to list them as World Heritage Sites.

The panel on environmental reform proposed city and town zoning, as well as analysing policies and the implementation of environmental impact and garbage management.

NRSA whip Kamnoon Sidhisamarn and Suwat Jirapan told the press that the NRSA would meet on December 21 and 22 to study the first version of reform proposals put forward by 11 panels as well as the special committee to fight corruption.

The assembly will invite editors, representatives and owners of media outlets to a meeting on Monday to discuss the progress and work of the assembly. The foreign media will be invited the following day for a meeting at the Parliament.
