Dozens of officials at Ratanakkiri Provincial Prison have called for the director of the facility to be removed, citing a wide range of violations, including having sex with a female inmate, permitting unsanctioned prison labour and pocketing money paid in exchange for benefits.

The four-page complaint, which was signed by 32 of the prison’s staff on December 6, calls on the Interior Ministry’s general department of prisons (GDP) to investigate and ultimately dismiss Tin Sovanny.

Among issues detailed in the complaint are claims that Sovanny allowed 65 inmates to work outside of the prison as chefs and in other trades, and used female prisoners to clean his own home and serve as waitresses at weddings.

Ratanakkiri prison boss fires back at accusers

The Ratanakkiri prison director accused of a litany of crimes by his underlings has fired back, denying their reports and accusing them of drug-taking, laziness and running illegal timber businesses.

A four-page complaint signed this month by 32 staff from the Ratanakkiri Provincial Prison accused its director, Tin Sovanny, of using the prison for his own benefit by charging prisoners for electricity, using inmates as cleaners, and even paying a female inmate for sex.

Responding to the complaint, three officials from the general department of prisons and two from Ratanakkiri Provincial Hall have been sent to investigate the case and have begun questioning the accusers one by one.

Ratanakkiri prison chief issues warning to staff

Embattled Ratanakkiri prison director Tin Sovanny yesterday issued a warning – but no lawsuit – against staff members who have accused him of a slew of crimes, including having sex with an inmate, using prison land to build a house and using prison labour for personal gain.

Sovanny claims that the 32 prison staff who signed a complaint against him on December 6 were attempting to oust him and had not showed up for work.

“I have not decided to file a complaint against them yet. I want them to come back to the unit to fulfill their duties and give testimony about whether I have broken the law and violated prisoners’ rights,” Sovanny said yesterday.
