Someone need to explain to the tourism authority the meaning of the term unseen.

If these attractions are indeed unseen, what is the guarantee that I will see them. And if I get to see them, will there be other unseen attractions for other people to see?

Simple really if you look at it ( pun ???? ) the right way.

No one has charged an entry fee yet. Pick some area that 'might' be interesting to look at, publicise it and see how many people come to see it.

If it get a lot of visitors then it's worthwhile sticking a fee on the visitors.
