CDC agrees to accept parts of the NCPO's proposal

BANGKOK: -- The Constitution Drafting Committee has rejected the military junta’s proposal for a fully-appointed Senate and exempting political parties from nominating three candidates each for the premiership’s post during the five-year transitional period.

The CDC agreed with a 250-member Senate as proposed by the National Council for Peace and Order but agreed that 200 of the senators are to be appointed by a junta-appointed panel with the remaining 50 senators to be elected among 231 regional representatives of 20 professions.

The CDC also agreed that NCPO members and government officials can be appointed senators.

As for the election system, the CDC opted for a mixed proportional electoral system under which the votes cast for the election losers will be used in the calculation of party list MPs. This means that there will be just one ballot for constituency and party-list MPs.

As for the choice of the prime minister, the CDC decided to stick to its original proposal that each political party has the right to name three nominees. But if the House of Representatives cannot agree on the nominee for the premiership’s post, the CDC agreed that a joint session of the two houses must be convened to consider the suspension of the enforcement of the charter regarding the appointment of the prime minister in which an outsider can be named the prime minister.

well, either the CDC needs to come 'round, or the self-appointed "PM" will have to ask again... and again, ... and again...

No pressure on the CDC, though, ... whistling.gif

Sounds like they agreed more than half to me. The ncpo wanted 250 non elected senators.

They got 200 senators that will be appointed by themselves , and another 50 that will be elected by representatives appointed by themselves. They wanted 6 special seats. They got 6 special seats. They wanted a way to have an unelected pm . They got a way to get an unelected pm, though it must go round the garden a bit. And I notice they have not mentioned the 5 year clause of this self appointed senate. Am I reading this wrong, what didn't the ncpo get? ???

200 of the senators are to be appointed by a junta-appointed panel

Game over for a democratic constitution.

Future governments under the Meechai draft constitution will be controlled by a minority and only a veil of electorate majority will exist. There will be little pratical difference between a Thai government system and a communist government system, albeit a one-party government system would actually be more transparent by several degrees.

I read this as the CDC as 'bending' but not 'broken (giving in totally)' but I think that 'bending' is enough to show that it is feeling the pressure already.

Or even bending and spreading to facilitate the NCPO rear entry
