was told by the neighbour(rice farmer) that all farmers with land which couldnt grow rice was allowed 1000 bht/rai(up to 10 rai) from the government,is this correct info?

My understanding from SWMBO is that one would have had to have put seed in the ground and the crop failed.  Proof (photographic) of the seeding and crop failure are required.  There maybe another such as the prior documentation of the crop with the responsible government office (DLD?) also.
