One Gang-rape Suspect Arrested

One of two suspects accused of gang-raping a 16-year-old girl in Phnom Penh last week was arrested on Thursday in Kandal province, according to Kandal Khsach district police. Deputy district police chief Un Yong identified the arrested suspect as Seng Ousa, 18, who was friends with Khin Chanthy, 18, the girl’s boyfriend.
 

Mr. Yong said Mr. Chanthy brought her to his rented room in the capital’s Stung Meanchey commune last Monday where they had sex before he let Mr. Ousa have sex with her. “The suspect persuaded the victim from Kandal province to come to his rented house in Phnom Penh and had sex with her. After having sex, he called the second suspect to have sex with her and locked the door outside,” he said.
 

On October 16, according to the district police report, Mr. Chanthy and the girl went to a dance at a pagoda in Puk Russey village until 11pm. Mr. Ousa then gave them a ride to his friend’s house where they played cards until 5am and then Mr. Chanthy brought her to his room in Phnom Penh. The report said Mr. Chanthy raped her once at 11am. An hour later, he called Mr. Ousa to have sex with her and left them alone in the room. On Wednesday, Mr. Chanthy drove her to Kandal province’s Muk Kampoul district, but she called a friend to take her to Phnom Penh for fear of being scolded by her parents.
