Four days ago, I received a tourist visa from Beijing. If you do it here, make sure you do not go to the Thai Embassy. Go to the consulate address listed on the Thai Beijing Embassy website. It is located in the Hua Bin International Bldg, 8 Yong An Dongli, just off Jianguomenwai Blvd. It's only about 100 meters from the Line 1, Yong An Li subway station, and that's the easiest way to get there.

Processing time is two days. I brought mine in Monday morning and received it Wed. morn. I am from USA but processing from EU should be no different. Cost: 200 RMB.
