Unless you need them locally, a good bet is the Thai border town adjacent to the crossing where you need the USD.

Fresh is not necessarily good.  My most recent batch just won't dry due to the humidity.  :)

On a serious note, I think what the OP is referring to is obtaining $ bills post CY2000 issue. prior to that the % of counterfeit bills in circulation outside of the US makes them highly suspect.

 

My advice, go to a bank, not a currency exchange, and ask them if they can provide you with current issue $ bills
