The current regime can do whatever they want.  They have dictatorial powers and govern without any populace oversight.  Good, bad, or indifferent, that is the lay of the land

And who decides what is risk to the government? 

Thaksin has a special relationship with an institution that cannot be mentioned. NCPO will likely never hold a legitimate election.

What does it matter? Even if they dissolved today there will be another coup in 2 years, they may as well just stay
