My understanding is each WP requires 4 Thai employees and he has 4 WP requiring 16 Thai employees. To date he's only hired 6. He's told me companies abuse this and he's heard companies from India and Israel never even hire Thais and the BOI never audits. Is this the case ? Controls are getting tighter at the moment. Another thing if he cheats with that, he could be cheating you later on too.
