Section 44 invoked to speed up construction of the Taopoon-Bang Sue train connection

BANGKOK: -- Prime Minister Prayut Chan-ocha has invoked Section 44 of the interim constitution to order the one-kilometre connection between the Purple and Blue lines from Bang Sue terminal to Taopoon terminal.

 

The underground train terminal at Bang Sue (Blue Line) is not connected with the Purple Line terminal at Taopoon leaving a gap of about one kilometer long, making in inconvenient for commuters of the underground train to connect with the Purple Line to travel to Bang Yai, the destination of the line.

 

As a temporary measure to ease the inconvenience, the Mass Rapid Transit Authority and the City Administration have arranged for a free shuttle bus service between the two terminals for commuters.

This order to complete the connection, seems to get repeated every month. The Contractor did not want to open the Purple Line until August 2017 when the Blue Line loop section via Tao Pun was also open, but were ordered by the Government to open the Purple Line early. At that time the construction of ancillaries was not entirely finished and the Contractor was reluctant to handover, so this is one of the reasons the missing link is there. Also the Purple Line section, that has been opened, was actually part of the original Blue Line so that the Blue Line trains would have run through Tao Pun and up to Nonthaburi. The revised Master Plan changed this section to be the Purple line and the blue line was redesigned to be a circle line via Tao Pun, Ta Phra and Hua Lampong, with an extension southwards to Bang Kae and Lak Song. The problem then arose that the Blue line ended at Bang Sue. This being aggravated by the MRTA insisting that there could be a different operator for the Blue Line extensions, which is ludicrous but T.I.T. And this situation is still not settled.

NCPO chief enforces Section 44 to expedite Bang Sue - Tao Pun connection

 

BANGKOK, 28 December 2016 (NNT) - The chief of the National Council for Peace and Order (NCPO) has enforced Section 44 of the interim charter to expedite the hiring of a company to operate electric trains on the Blue Line for one kilometer. The Blue Line is expected to begin service before August 2017. 

Government Spokesman Lt.Gen. Sansern Kaewkamnerd on Tuesday announced the results of the NCPO’s meeting. He said the NCPO approved the enforcement of Section 44 to authorize the issuance of certificates of conformity (COC) to food and drug-related products. This NCPO’s order allows the Food and Drug Administration to set up a fast-track system for COC issuance and hire Thai or foreign specialists to approve the certificates. 

As for solutions to the Bang Sue – Tao Pun electric train line, the NCPO issued an order to authorize the Mass Rapid Transit Authority of Thailand to hire any company to operate trains to connect the Bang Sue and Tao Pun stations. The company is expected to be hired before mid February. 

The NCPO also approved the establishment of a committee to prepare for national reform. The committee will be chaired by the prime minister. Its responsibility is to set a time frame for the preparations for national reform and develop a national strategic plan. The committee will prioritize 126 reform items forwarded by the National Reform Council to the government. 

After the meeting, Prime Minister Prayut Chan-o-cha called on the public not to be concerned over the enforcement of Section 44, saying it was not intended to limit their rights but to speed up solutions to all problems.

It would have been better for Prayut not to have interferred in the first place to rush operation of the Purple Line.

So Prayut essentially undid his mistake.

This is only your opinion.

My opinion, is that he did a great job.
