In an effort to improve their ability to combat child sex traffickers, Cambodia has agreed to exchange experience and technology with the United Kingdom’s National Crime Agency (NCA). The headline should have read, "Cambodian Police/Authorities sign trafficking pack with UK." Otherwise the implication is that the really dreadful local police in London have been forced to sign a pack with London city authorities that they will pursue trafficking offences, which would be far from the truth!

So would signing a "trafficking pack with UK" as this implies that they would be doing the trafficking between them. Maybe it should read signing a "trafficking pact with the UK"
