Police, London sign trafficking pact

In an effort to improve their ability to combat child sex traffickers, Cambodia has agreed to exchange experience and technology with the United Kingdom’s National Crime Agency (NCA). An agreement was signed in London yesterday by General Neth Savoeun, director-general of the General Commissariat of the National Police, and deputy chief of the NCA Steve Reynolds.
 

The pact will see Cambodia increase its cooperation with the UK and receive training as well as technological assistance.  In 2014, the National Police and the NCA signed a pact focusing on the exchange of information and cooperation on transnational crimes.
 

Just last year, a British pedophile was arrested in Siem Reap city after attempting to renew his Cambodian visa.  Midgley Damien had been living in the province for two months, evading arrest in the United Kingdom where he was convicted on pedophilia charges last year before his location near Siem Reap’s Pub Street was discovered by Cambodian authorities.

The headline should have read, "Cambodian Police/Authorities sign trafficking pack with UK." Otherwise the implication is that the really dreadful local police in London have been forced to sign a pack with London city authorities that they will pursue trafficking offences, which would be far from the truth!

So would signing a "trafficking pack with UK" as this implies that they would be doing the trafficking between them. Maybe it should read signing a "trafficking pact with the UK"
