BANGKOK: -- A PROPOSAL to waive criminal offences against bribe givers who provide useful information on graft to officials will be tabled at the National Anti-Corruption Commission (NACC)’s meeting next week, NACC secretary-general Sansern Poljiek said yesterday.

Sansern said the commissioners would look into the proposal before forwarding recommendation to the government for further consideration.

A previous study by the agency showed that hitting bribe givers with only a civil lawsuit was more useful for legal proceedings. So, the idea addressed by government figures was a good one, he said.

Prime Minister Prayut Chan-o-cha said on Friday he had instructed the Finance Ministry to come up with measures such as legal amendments to get cooperation from people who may have succumbed to pressure for bribes from state officials.

Giving a bribe is actually only a try to pay for something without a receipt. The only thing that can be on the table is a case of tax evation.

I beg to differ. I know many Thais, and none of them "happily pay bribes" and to assume so strikes me as rather absurd, response more likely "But what are you going to do? That is how system works". Like saying some love to pay bar fines because that way bar stays open.... Getting bribes whole different matter, but no sane person would happily pay for something that should have no cost to begin with.

Bribe payers, when paying for something they know should be or is illegal ought to be prosecuted. Paying just so government official will do their job, like registering land deed, is a different kettle of fish sauce, and those bribe payers should not be prosecuted.
