The lady there said they no longer accept electronic items with batteries for Airmail shipping?... Lithium-Ion batteries classify as DG (Dangerous Goods) and courier companies are strict in terms of how many batteries can be sent per air shipment (I think the current limit is 2) Suggest buying a new 6S / 5E from the US Apple Store directly and ship it to his local address.
