Radio masts almost certainly for mobile phones, because each mast is series of 3 or more cells (area of coverage they do not place them on the top of high hills to restrict the area of coverage. More Info. https://en.wikipedia.org/wiki/Cell_site You might add that the height of the antenna is worked out using complicated radio planning tools like "Planet" or "Gaea" so the cell can fit into a larger area coverage plan but then this is Thailand so it's a suck it and see approach.
