BANGKOK: -- The board of directors of the State Railway of Thailand will on Tuesday ask the Cabinet to approve its amended terms of reference for double-track railway projects, said Prasarn Trairatvorakul, chairman of the super board in charge of government procurement.

 

Prasarn said the amended ToR would allow medium-sized contractors to participate in bidding for projects because the value of the contracts would be reduced from Bt10 billion to between Bt5 billion and Bt10 billion.

 

He said the amended ToR were for five double-track railway projects.

Approval of the amended TOR probably depends on whether government officials and their associates can still maintain their level of "take" for the project funds with more contractors involved. But maybe the greater risk of exposure can be minimized by involving more family relations among the bidding companies.
