I know that it's possible in Laos but I'm asking about Phnom Penh so I could visit there while doing my visa things... And It seems like in Phnom Penh you can ask for an agency to take care of it for you which would avoid me the hassle of going at the Embassy...

You should be able to get a single entry non-o visas based upon marriage in Phnom Penh. I don't recall any reports of them wanting financial proof.
