Non-Imm B one year for Chinese citizen in Penang

Looking for answers.
Does any one here know why Chinese citizen cannot get one year Non-B visa, even with all papers, including Work Permit.
Instead they are just allowed to get a 3 months visa.

They were lucky to of gotten a single entry non-b visa.

China is on the list of countries that can only get a visa in their home countries. Here is the list from Vientiane's website: http://vientiane.thaiembassy.org/upload/pdf/RestrictedCountries2013.pdf

Its seem in China now, they only give a 3 months visa as well.
Why .... So strange.

My friend have a business, with all paper, work permit, All.
3 years back, in China, agencies was making for him a one year multiple without any papers. Now its impossible.

If the business can meet the requirements they could apply for a one year extension of stay at immigration.There would also be a 35k baht minimum salary requirement plus at least 4 Thai employees.
