Are there any NUMBERED pages in a passport which can't be used for a visa?

My Australian passport is almost full. I only have 2 completely blank pages left which can be used for adding visas. For some reason page 1 has never been used as well as page 19, which happens to be next to the 'do not stamp' page which has microchip.

 

Was just wondering there was some little known rule about using page 1 or pages opposite chips.

Not sure about a Australian passport but mine has the last couple of pages marked as endorsements instead of visa like the others.

Not sure why they never used the first page. Every page of mine is numbered but  the first visa page was used to do a annotation about my visa and old passport when they transferred the stamps from my old one.
