This seems to encapsulate the national psychology. Anytime there's a windfall, spend it double fast so nobody else can lay claim to it.

And one need only look at recent government announcements/non-announcements concerning the new submarines, to see that the numbers are   ...  erm  ...  flexible.  Perhaps a case-for-investigation, for the government-auditor ? :whistling:
