Say i arrive @ 3pm and get a number for extension based on retirement.    Does a number guarantee service that day?     if it doesnt do you get serviced first  the next day?

If you get a number you will be served that day.

They stop giving out numbers at 3:30.

No, but you should get served. I always went as late as I could and never had a problem. They seem to speed up and bring in extra bodies to ensure the queue is cleared.
