Transport Ministry admits delay in contract signing of Pink and Yellow lines

BANGKOK: -- The signing of contracts for the construction of the Pink and Yellow railway lines is expected to be postponed by 1-2 months after the cabinet handed back the project to the Transport Ministry for additional study and review.

 

The Pink Line project is from Kae Rai to Min Buri covering a distance of 34.5 kms with construction cost estimated at 54 billion baht while the Yellow Line covers a distance of 30.4 kms from Lat Phrao to Samrong with construction cost estimated at 52 billion baht.

 

Transport Minister Arkhom Termpittayapaisit said Tuesday that the Council of State had made an observation, noting that putting additional terms in the appendix of the contracts was beyond the scope of the cabinet’s resolution and, hence, the Transport Ministry should review the two projects.

 

He said the cabinet felt that the Transport Ministry should not put additional terms in the appendix if the ministry lacks full details about the projects.

 

The additional terms concern the extension of Pink Line by 2-3 kms to Impact Muang Thong Thani and another extension of the Yellow Line by 2.6 kms to Ratchayothin intersection so the line will link up with the Green Line project.

 

The Pink and Yellow lines are joint investment projects between the government and private sectors under the PPP Net Cost modality with the government providing subsidies for infrastructure construction whereas the private sector investing in laying the rail tracks and installation of signal and electrical systems.

Transport Ministry suspends construction of two extensions of Green Line train project

 

The Transport Ministry has ordered temporary suspension of construction of two extensions of the Green Line train project pending a settlement on debt transfer between Bangkok Metropolitan Administration and Metropolitan Rapid Transit Authority.

 

Acting MRT governor Thiraphan Techasirinukul said Friday that the Interior Ministry which oversees the BMA was in the process of seeking a fund amounting to 60,815 million baht to repay the debt incurred from the construction of two sections the Green Line project from Baring and Samut Prakan and from Mor Chit through Saphan Mai to Khu Khot.

 

If the right to manage the two sectors is to be transferred to the BMA, then it should be the discretion of the BMA to decide to proceed with the two extensions from Samut Prakan to Bang Poo and from Khu Khot to Lam Looka, said Thiraphan.

Yes. Only Thailand could build a major exhibition/concert venue and provide zero public transport to it - except for a local bus route or two. Amazing.
