As the title says - so would the Usufrutee be able to just rent the property to a third party without notifying the new owner

A usufruct is simply a contract that has been drawn up and agreed so in answer to your question it all depends on what was put in the contract as to what you can and can't do, but if the owner of the property has any sense then it would be written into the contract that you couldn't.

It was just a basic Usufrut (I guess as i didn't specify anything specific ) during land transfer with the assistance of a lawyer concerning the title holder at the time

I have never met the new owner & maybe never will
