US Diploma Notarized/Verified for Non B

I'm a teacher trying to apply for a Non B visa but immigration in Mae Sai said I need my university diploma from the US verified at the embassy in Chiang Mai first. I'm wondering if anyone has tried to do this before? If so, was it successful? I see online that they can't actually notarize the document but they can sign a letter saying it's real. I've attached the document I found here. 

 

Does anyone have experience with this? Want to make sure I have everything I need before I go to the embassy. Or, if it's not possible, it'd be good to know so that I don't waste my time.

I am aware of people doing the affidavit as self a certification of their degree and other certificates that was accepted by immigration and other authorities.

Immigration may want it translated to Thai and the translation certified by the department of consular affairs,
