Current Status of Thailand's Cannabis Law Changes
FYI Thai Cannabis Future Writing Network has proposed some urgent amendments to current ministerial announcement as follows: 1. Protect target groups including children, youth & pregnant women to pave the way for people outside these groups to obtain cannabis without prescription. No smoking in public places. 2. GACP to be required for export products only. All products to be tested prior to distribution. 3. Request to delay enforcement of the Ministry's announcement. The results of the initial discussions were positive. For proposals 1 and 2, the ministry agreed to take 7 days to consider appropriate approaches or alternatives and scheduled a new meeting for 24 July 2025 at 1:00 p.m. As for proposal 3, regarding the postponement of the announcement, the deputy director-general promised to present the matter to the minister as soon as possible. The network also reaffirmed its original intention that “the current ministerial announcement must be amended urgently” to prevent a widespread impact on the economy and people’s rights and freedoms, with a target of having everything clear by August 2025. This training is not only to enable doctors to prescribe cannabis correctly, but also focuses on using cannabis ethically, safely, and to meet health needs in 5 symptom groups: Insomnia Chronic pain or cancer Migraine Parkinson's Anorexia or chronic anorexia The training content covers diagnostic approaches, consideration of appropriateness of cannabis use, evaluation and follow-up after treatment. All of this is to ensure that the use of cannabis in the health system has the same standards and is under the supervision of doctors with real knowledge. "Thai Cannabis Future Writing Network" moves forward to propose guidelines In parallel with the government training, the Thai Cannabis Future Writing Network has discussed with Dr. Thewan Thanirat, Deputy Director-General, and Mr. Prasitchai Noonual, Secretary-General of the Network, to negotiate with three important proposals that reflect the public’s concerns about the announcement of the control of “cannabis flower buds”. 1. Clear protection of target groups The network called on the state to clearly define which groups should be protected from using cannabis, such as children, youth, or pregnant women, to pave the way for people outside these groups to use cannabis without a prescription. They also proposed adding a new measure, which is to prohibit smoking cannabis in public areas, to protect public health without affecting personal rights. 2. Cancellation of GACP certification for farmers The network proposes to remove the requirement for farmers to have GACP (Good Agricultural and Collection Practices) certification in order to sell cannabis flowers, as it is not directly related to consumer safety. Instead, it proposes an alternative that focuses on testing for contaminants in the end product before it enters the distribution system. If a high standard such as GACP is to be used, it should only be used for production for export. 3. Request to delay the enforcement of the Ministry's announcement. The network said the enforcement of the announcement had “widespread impacts” on producers, users and community traders, and that some officials were extorting benefits. It asked the deputy director-general to propose to the public health minister to consider delaying the order immediately. The results of the initial discussions were positive. State moves to regulate while cannabis networks demand access The situation of cannabis use in the Thai healthcare system is on a path that requires a balance between “standards” and “flexibility.” On one side is the government’s efforts to create a system of doctors who prescribe safe cannabis use. But on the other side are the demands of cannabis users and communities who want a legal space to use this herb for relatively free health purposes. If a system with both “safety guarantees” and “user rights protection” can be created at the same time, it would be called a beautiful ending and an important turning point for Thai cannabis from being a political plant back to being a “plant for medical purposes and people’s lives”, which foreign countries are keeping a close eye on the laws and policies of cannabis in Thailand to see what will happen next. -

No – that’s completely unrelated. The 50,000 THB limit originates from recent amendments to Thai financial regulations, particularly those aimed at bolstering consumer protection in cases of fraud. As of mid-2023, the Bank of Thailand (BoT), in coordination with the Thai government and the Anti-Money Laundering Office (AMLO), introduced new rules that make banks liable for unauthorised or fraudulent digital transactions, provided customers weren’t negligent. In response, commercial banks implemented enhanced security measures - notably facial recognition technology linked to the biometric data stored on Thai national ID cards - to verify users during high-risk or high-value transfers. The catch? Foreigners don’t have Thai ID cards, and thus cannot be onboarded into this national biometric verification system. As a result, banks have imposed a 50,000 THB limit per transaction that cannot be verified by NDID for customers using mobile or internet banking, not as a punitive measure against foriengers, but because they can't verify foreign users through the mandated biometric channel. To be clear: this is not a 50,000 baht daily limit. It’s a 50,000 baht limit per transaction, up to whatever your daily maximum is, which depends on your specific banking agreement and the bank’s internal policies. Ultimately, this isn't a matter of targeting foreigners - it's simply that the current regulatory and technological infrastructure prioritises coverage for the majority (i.e. Thai nationals), and banks have little incentive to adapt systems for the much smaller foreign demographic - very annoying having to make multiple 49,999 baht transactions in a row when I need to pay off a large bill !!!.. I know its off-Topic (but important) - but can you elaborate - which third-party payments are being refused and by which hospitals ??? -
