Can anyone verify that Thai Citizens can enter Mexico upon arrival without a VISA?

My wife and I have been researching this same question for our Thai friend.

According to one source from Quantis, for entering Mexico from the U.S.:

National THAILAND (TH) /Embarkation U.S.A. (US)

Destination MEXICO (MX)

Passport required.

Visa and Tourist Card/FMT form with consular stamp required.

Visa is valid for up to 90 days after date of issue and good

for 1 entry only.

Visa in expired passport is valid as long as the passenger

also carries a valid passport.

Minors under 14 years of age, travelling alone, should be met

by an adult.

Visitor must hold:

- ticket and documents required for onward/return journey and

- sufficient funds.

Non-compliance with entry regulations will result in fines for

carrier vaying from USD 850.- to a maximum of USD 1800.-, and

deportation of passenger to country of origin at carrier's

expense.

Documents to be submitted with visa application are:

1. Valid Passport

2. Two photographs 1.5x1.5 inches (color)

3. Confirmation letter from the applicant's company stating following details:

3.1 date begins working with the company and present position

3.2 specific purpose of the trip

3.3 the acceptance on the part of the company's responsibility for all expenses of the applicant while in Mexico

2003 my Thai was going down to Ensenada with my sister & brother in law.  Looked a the Mexican Embassy www site in Bangkok, looked too complicated.  So when we were in Portland, Oregon, got her the visa there, quick and easy.

In the event, when they drove down to the border couldn't find an INS/CIS person to turn in her I-94 to so kept it.  Over on the Mexican side couldn't find one of their immigration guys to stamp her visa, so drove on down to Ensenad for three days.

On the way back, about the same, no Mexican official on their side.  The U.S. INS/CIS/Customs, or whatever, just looked at the three passport covers and waved them all back into the U.S.

So much for border security, and yes, looks like a Mexican visa is "needed."  Whether or not it'll be looked at is another matter....

Yes, Thais definately need a visa to enter Mexico. My Thai wife and I attended my brother's wedding in Puerto Vallerta in 2003 and she got a visa at the Mexican Embassy in Bangkok. No great hassle but I can't remember the details of what she had to do to get it.
