Upholding monarchy top duty : Prem

Privy Council President Prem Tinsulanonda yesterday told visiting defence and military leaders that their highest calling was to uphold the revered royal institution.

"General Prem made a request for me and the Armed Forces commanders to protect the monarchy and do everything to make sure that Their Majesties the King and Queen are happy and satisfied," Defence Minister Yuthasak Sasiprapha said.

General Yuthasak and senior military commanders trooped to Prem's residence to wish him a happy birthday.

Prem, a former prime minister and retired Army chief, turns 91 today. Although he is no longer involved in politics or military matters, he still commands the respect of the top brass.

Yuthasak said he assured Prem that he would do his best and "devote his life" to performing his duty and fulfilling Prem's request.

At about 9am, Yuthasak led senior ministry officials and the three military branch commanders to call on Prem at his Sisao Thewet residence.

The commanders-in-chief joined Prem for about 10 minutes before leaving without speaking to the media, while Yuthasak talked with Prem for about 15 minutes before leaving.

Unlike previous years, the media were not allowed inside Sisao Thewet as the Privy Council president had requested privacy. On his birthday today, Prem is scheduled to make merit on a private tour.

Yuthasak later in the morning returned to his office to chair his first Defence Council meeting as the defence minister.

He said he would not likely agree with all the promotions proposed by Armed Forces chiefs for the annual rotation and would discuss possible changes with the permanent secretary for defence.

He had agreed with the military chiefs that the transfer lists of personnel would be submitted to Prime Minister Yingluck Shinawatra by September 15. He had not yet seen those lists, as they were submitted to the office of the permanent secretary.

A meeting would be called next week to discuss the annual military reshuffle, he added.

Moves for a vice-free society

In a bid to create a society that does not drink or smoke, the Public Health Ministry and other organisations are considering updating the two Tobacco Control laws that have been in use for 19 years now to better catch up with new advertising trends.

Public Health Minister Witthaya Buranasiri told a conference yesterday that the ministry would this year push for amendments of the 1992 Tobacco Product Control Act and the 1992 Non-Smokers' Health Protection Act, while reinforcing the anti-smoking law. In 2009, it was reported that there were 10.9 million teenage Thai smokers, while 640,000 people had died from smoking-related illnesses in the past 16 years.

Meanwhile, Action Smoking and Health Foundation's secretary-general, Dr Prakit Watheesathokkij, said an overhaul in tobacco tax would be more realistic rather than basing the rate on estimates as currently done, especially since the import taxes would be lowered after the establishment of the Free Trade Area.

Chaiyaphum flooded

Chaiyaphum was inundated after three hours of heavy rain early yesterday triggered flash floods, forcing the closure of seven schools and many government offices.

Spillover from a tributary of the Chi River, which originates in Nong Bua Daeng district, flooded five districts. A major reservoir near Phu Lan Kha Mountain and Lam Pa Thao Dam was also brimming, and heavy rain was reported in all 16 districts.

The provincial general hospital is setting up embankments, readying water pumps and preparing for evacuation in case of emergency. Four hospital branches should be ready soon to serve patients in case the area is flooded.

In Phuket, flooding has been reported in many locations and low-lying areas for the first time in seven years. Patong municipality's deputy mayor, Chairat Skubal, blamed the construction of buildings obstructing waterways as the main reason. Patong Hospital was under 50 centimetres of water, but Dr Phoomin Silaphan said services continued as per normal.

In Phang Nga, Route 4090 is flooded and motorists have been advised to use a new network linked to Phetkasem Road, part of which is also a under a metre of water in the Bang Muang area.

According to official warnings, seven provinces are at risk of mudslides, namely Ranong, Phuket, Phang Nga, Loei, Khon Kaen, Chaiyaphum and Nakhon Ratchasima.

Reds held over war weapons freed

A court in Bangkok's Phra Khanong district yesterday acquitted three red shirts facing charges of illegal possession of war weapons due to the benefit of doubt.

The lawsuit stated that Narumon Warunroongroj, Surachai Nilsopha and Chatree Srijinda were arrested last May after a raid on Narumon's house in Soi Onnut uncovered war weapons, including five AK-45 machine guns, an M16 rifle, several ammunitions and 102 bottle bombs.

However, the court said the Centre for the Resolution of the Emergency Situation (CRES) warrant did not provide details on what was seized, or present photographs of the weapons or the golf bag said to contain the weapons as evidence - hence raising doubts about the arrests. Therefore, the court has allowed the three suspects the benefit of doubt and acquitted them from the charges.

In Ubon Ratchathani, red-shirt lawyer Wattana Chansingha yesterday took a Bt1 million land title deed to apply for the bail of four red-shirts who were sentenced to two years in jail on Wednesday.

Pheu Thai's Ubon Ratchathani MP Worasit Kalptinant will seek bail for red-shirt supporter Pichet Thabuddha, who also faces a court battle in three other cases. Meanwhile, 13 Pheu Thai MPs will use their parliamentary positions today to bail out four red shirts who were sentenced to a 33 years and four months in jail on Wednesday.

Cabinet endorses top appointees

The Cabinet yesterday endorsed key political appointees and allocated responsibilities for deputy prime ministers and Prime Minister's Office ministers.

Bantoon Supakvanit, an MP from the ruling Pheu Thai Party, formerly director of the Budget Bureau, was appointed the prime minister's secretary-general.

Thitima Chaisaeng, a Pheu Thai politician who failed in the July election, was appointed government spokeswoman.

The Cabinet yesterday also decided to assign Deputy PM Chalerm Yoobamrung, to oversee the Royal Thai Police, in addition to the Justice and Labour ministries, and the Council of State. PM's Office Minister Kritsana Seehalak was given the job of overseeing the state media, including the Public Relations Department and MCOT.

Centre to treat cleft lips, palates

The rate of cleft lips and cleft palates among newborns in the Northeast is the highest in the world - at 2.5 babies per 1,000 - according to a Khon Kaen University medical lecturer with expertise on the subject.

Under the royally-sponsored Shining Sun Centre, babies born with both cleft lips (cheiloschisis) and cleft palates (palatoschisis) or other birth defects will be treated under a cooperative scheme by the university's Faculty of Medicine and other agencies, lecturer and centre manager Prof Dr Bowornsil Chaochuen said.

The centre, founded five years ago, conducted a series of studies comparing treatment provided under different conditions. They found them to be satisfactory but could be improved further by cooperation between the faculty and other organisations, including those handling dental treatment and related services.

The centre also developed surgical techniques and additional treatment methods to cope with various types of cheiloschisis and palatoschisis defects, he said. Bowornsil did not say whether the centre or the studies had found out why the rate of cleft lips and palates in the Northeast were the highest in the world.

Airport Link Ridership Rises 26% in July

The number of passengers using the Airport Rail Link rose 26 percent in July, a positive sign of revival amid recent complaints and criticisms.

State Railway of Thailand or SRT Deputy Governor Pakorn Tangjetsakao said the number of trips taken on the Airport Rail Link services rose 26 percent from 900,000 in June to 1,050,000 in July, resulting in a 25-percent increase in revenue valued at five million baht.

Most of the increased revenue came from the SA Express line, a direct service to and from Suvarnabhum Airport.

Regarding the progress made on the development of facilities and amenities at Airport Link stations, he said his company is in the process of selecting a contractor for the 87-million-baht construction of a skybridge connecting Makkasan Station to Petchaburi MRT Station.

The bidding process is expected to conclude no later than December, with construction set to be completed in June of next year.

Pakorn said the construction has been delayed due to pending budget approval.

The SRT is currently constructing a commuter passage connecting Ratchadaphisek Road to Makkasan Station, at a cost of 97 million baht, and another connecting Jaturathit Road to pathways at the station, at a cost of 47 million baht.

The SRT is also installing four additional escalators at Phaya Thai, Ratchaprarop, and Ramkhamhaeng stations, at a total investment of 137 million baht.

Opposition Leader Urges Govt to Stop Red-shirt Intimidation

The Democrat Party Leader has urged the red-shirt movement to abstain from intimidating the Opposition and other watchdogs.

Democrat Party Leader Abhisit Vejjajiva has called on the Pheu Thai-led government to tell the red-shirt group to refrain from intimidating the Opposition and other independent agencies monitoring the work of the government.

He said Deputy Prime Minister, Police Captain Chalerm Yubamrung has vowed to look into the case.

The Opposition leader said the Democrat Party will continue its inspection as an opposition party without fear.

Meanwhile, Abhisit has also voiced concern that Prime Minister Yingluck Shinawatra may neglect duty in Parliament as her brother Thaksin Shinawatra used to do.

However, he said his party will give Yingluck a chance, as she may take her duties in Parliament more serious than her brother did.

PM Vows to Address Media Intimidation

The prime minister has promised to look into a threatening email allegedly sent to television reporters by those who feel upset by media reports about the government and its leader.

Following yesterday's House session, a television journalist from Channel 7 submitted a letter to Prime Minister Yingluck Shinawatra calling on the government to prevent the intimidation of media members by certain political groups that feel disturbed by the way the media, especially field reporters, present the news about the prime minister.

The journalist asked the premier to order an inquiry and put an end to the threats, alleging that many Channel 7 reporters now fear for their safety after having received threatening emails from certain political movements.

The journalist maintained that the media adheres to fair reporting and will never take sides.

The prime minister acknowledged the situation and promised to look into the matter, while assuring that the media can continue to perform its role with full freedom.

When asked how much tolerance she has for questions from the media, Yingluck said she simply has an obligation to clarify issues raised by the media as long as they do not cross the line.

Deputy PM Disregards Speculation about Helping Thaksin

Deputy Prime Minister Chalerm Yubamrung said he is not worried about speculation that he will attempt to get a royal pardon for the ousted former premier.

Deputy Prime Minister Chalerm Yubamrung said he is not concerned about a remark that the Cabinet has assigned him to be responsible for seeking amnesty, which could be misconstrued as an attempt to help ousted former Premier Thaksin Shinawatra.

He explained that the words 'royal pardon' have a clear meaning as they have to do with His Majesty the King's power, not the power of a deputy premier like himself.

Chalerm said the rumor may simply be the result of someone's misunderstanding.

Concerning a media complaint over red-shirt intimidation, the deputy premier said he has had a word with Democrat Party leader Abhisit Vejjajiva to inspect the matter.
