Have you ever been to a race?They are usually far away from houses and it is done at night so the poor animals do not over heat. I have never seen a bull in these races,only steers. Now this cruelty is legal to gamble,what a joke! There is always gambling at these events and i have seen hundreds of thousands of Baht change hands. It is a bit like legalizing Cannabis,it has always been used here in Thailand and no matter the law it will continue to be part of the Thai culture.
