Without a 'compelling' reason for the to return to Thailand you have little to no hope. He has a history of unemployment, and is likely to be without resources or property.

You think that there is a Thai speaking people in each consulate ? You are wrong.
Some consulate are VERY small.
The one of Monaco by instance as only ONE employee most of time,
mainly for foreign businessmen visa and basic Thai administration.
The one who worked there in 2005 speak perfect English and French, but not Thai...
... and I have no idea of the size of Brisbane consulate
... and/or whether the person who managed visa is Australian or Thai (or Thai speaking)

Or alternatively I recommend you marry them, move to a village about 100 kilometres from the nearest western style toilet, convince yourself that when you stroll round the village the locals are laughing at you because you're a "quirky farang" rather than the fact that your wife is being knocked off by her "brother" every afternoon at 4pm and losing 10k baht a day playing hi-lo with her mates behind the temple, revel in the fact that the person who you intend to spend the rest of your life with comes out with in depth opinions such as "You bad maak maak" and " You no love me no more", once again bail out her pissed up cousin from the local nick who borrowed (without permission natch) the Isuzu pick up you bought and stacked it into a parked car, endure 3 days of "the little woman" not talking to you due to being a basket case, open a hair salon for her which lasts all of 3 months because it's less about cutting hair and more a place for her and her mates to sit and natter all day and then drink yourself to death on the cheapest beer and spirits you can find trying to tell yourself this is all a terrible nightmare and you'll wake up soon.

If the bail had not been paid, and it's a lot totalling 130,000 Baht for the pair of 'em, how long would they have remained incarcerated and under what conditions?
What weight of evidence is required to keep them on remand and who makes this decision?
If, at the trial, they were found innocent, what compensation, if any, would they receive for their loss of liberty on remand and damage to their health from a prolonged stay in a Thai prison?
Would the fact that they had been held on remand sway the judge to find them guilty to avoid any repercussions about holding minors on remand?
Is there in fact any option for these two and for all the others in the same situation to cough up bail usually totalling a 6-figure sum in Baht and then plead guilty to avoid being held in very dangerous and unsanitary conditions for months on end whilst a very lengthy trial process slowly trundles on?
They should be screaming for consular assistance from the Australian Embassy.

The laws that need to be followed are the laws of the country they are in. I don't know if Thailand views a 16 year old girl with a 21 year old man in the same manner.

She is Indonesian returning to Indonesia. If she goes direct to Indonesia there is no problem at all The six month rule doesn't apply when a citizen is returning to their home country. She can apply for a new passport in Indonesia while she is there and get a Thai visa from the Thai Consul in Bali.

Get the baby a tourist visa. They are free at the moment. That covers the one way airticket thing. The airlines get very emotional about carrying anyone that doesn't have a confirmed outward airticket. You can apply for a Thai passport for
the child if you want to.

The Power of Attorney document can be obtained from a Thai Embassy or Consulate. It is a Thai language document that needs to be filled in in the Thai language, witnessed and notorised under seal by an Embassy
